Edit: Dee Dee Ramone came up with and wrote this. Joey refused to record it so he ended up finishing it with Thunders and the Heartbreakers. The Ramones ended up recording it a couple of years later.

According to Dee Dee, the song was "about Jerry Nolan of the Heartbreakers calling me up to come over and go cop" heroin, a form of which was known in those days as 'Chinese Rocks'.
