Gotcha. Then yeah, Carver had a legit character arc. So did Bodie and Bubbles. They're not my favorite characters, but they certainly changed.
Bunk, Omar, Lester, and String were my favorite characters, but none of them really changed throughout the series. My 5th favorite non-duck character was the real estate mannequin.

I always tell people that Avon is one of the best characters of the show and seems to be underrated. I guess the way he never changes and calls Stringer out on several occasions, such as:
And of course one of my favorite lines in the whole series:
