Spoilers Question about Cap M/Avengers

In the movie Cap Marvel, why is it when Fury was coming up with the Avengers Initiative did he and Coulson act like they have never heard of people with superpowers? Coulson was like "do you think there are others?"
Coulson/Fury knew of Cap A in the 40s, and the original Ant Man and Wasp were active in the 60s etc. and worked for Shield
I know these people were assumed dead or retired but I just thought it was odd that two Shield agents have never heard of any other super powered people active in their time period (1990s).
Why would two Shield agents even show up, Men In Black style when the security guard called about the "weird lady" if that wasn't Shield's expertise?
Probably will be retconned

I guess ant man/wasp weren’t super powered, just cool tech. Cap was engineered in a lab. The tesseract was around then however.

Well if you think about it, they don’t know if there will be more because they haven’t been happening very often. Captain America was 50 years ago at that point and no one could replicate the serum that gave him those powers.
The original Ant Man and the Wasp was 30 years ago at the time of Captain Marvel and I’m not sure how many believed they were real. In the original AntMan they were treated almost like ghosts, as myths almost and Hank even says so early in that movie. Fury probably hasn’t even heard of the AntMan. So really he’s only ever heard of Captain A and that was 50 years ago due to a science experiment that no one can reproduce.
Two results, in their eyes, in 50 years isn’t a good sign if they want to start a team of such heroes

Yes I understand but Shield's expertise after the end of the Cold War must be investigation of weird phenomena/super powered people.

Just got out of the movie. My question is how did Marr -Vell get the teseract to begin with if Howard Stark got it off the ocean floor with Cap?

I saw the timeline as Stark/SHIELD find tesseract at the end of First Avenger. Someone gives it to the female version of Mar-Vell, since she is doing SHIELD type engine research. Cat coughs it up on Fury's desk. Fury gets it back into SHIELD circulation, showing it to Selvig at the end of Thor and then we see it in Avengers.
Not sure why it's a stretch for SHIELD to allow Mar-Vell to have it for research. Fury just wasn't in on the freak-out at SHIELD when Mrs. Mar-Vell died and it went missing.
