I doubt Hank's boss would have been tailing Hank or the brothers but it makes sense that Gus would have his PI do it.
Also makes sense as I said earlier for Gus to warn Hank so Hank could take the brothers out thus saving Walt to cook indefinitely.

Now the DEA is going to be all over Jesse for this. He suddenly drops his case and minutes later Hank is gunned down.

Oh, one thing I don't buy is Jesse outright threatening Walt like that.
Does Jesse not remember Walt has already killed people to protect himself? Just seems to me like he would not have threatened Walt like that to his face.
Also not sure Walt wouldn't have just walked out of the room and called Gus and told him that they had a Pinkman problem.

Didn't Saul tell Walt they had "other options?" I construed this to mean whacking Jessie to shut him up. However, if Jessie ends up dead, Hank will get blamed. Oh, what a tangled web we weave!

I guess you could argue that Jesse was in so much pain he was a bit out of his head, but he should know better than to threaten Walt.
Heck at this point, I would whack Jesse. He is simply way too much of a liability and that was before he was going to be under 24 hour surveillance for having Hank shot.
Even if the DEA thinks a cartel was in charge of the attack, they are going to assume it was retribution for Hank beating their man.
Jesse almost has to die now. I know so many of you have argued against this, but I don't see a way out. He is going to be or SHOULD BE under constant surveillance for years to come.

This. Walt's done all he can do to save Jesse, but now the kid's become a major liability and is out-of-control. Walt's loyalty to Jesse is going to cost him and cost him big.

I'm sure the investigation into Jesse is going to really heat up. It should start with an analysis of income from unknown sources. I'm sure the DEA, ALB PD, and New Mexico State Police would love to know where Jesse got the money to buy the house AND pay for the expensive rehab.

That is most likely what they meant.
There's not one second of time onscreen that doesn't get explained at some point. I bet next week we will see how that whole final scene played out from the perspective of Gus and Mike, as Mike follows the twins all the way to the parking lot and eventually uses the scrambler to place the call to Hank.
As for this being pinned on Jesse, I don't see that happening. I'd be willing to bet the Cousins have a rap sheet, and they will finger the cartel as putting a hit out on DEA, thus taking a little heat off Jesse. I bet they also put 2 and 2 together to realize that with the ax, it was the cousins who killed the Indian DEA agent, and probably them who killed all those people by blowing up the truck in the chicken run.
This will cause some major blowback on the cartel, as the DEA is supposed to be off-limits. I have a feeling we're going to be seeing more of that bald cartel guy next week who acted as mediator between Gus and the Salamancas.

The preview for next week has him accusing Gus of setting up the twins to be killed. How long will it be before Gus tires of Walt's crap and has him "offed?" He was so far under the radar, but he and his operation may start to bubble to the surface.

Only an idiot or a contrived show would skim over those as coincidence.
Not saying they won't do that, but I will have a tough time buying that unless the surviving cousin says that it was retribution for Tucco being killed.

The other cousin is not dead. We see him in the hospital in the previews for next week.
Tell who? The cartel? Because the surviving cousin is sure not going to talk to the police/DEA.
They have no way to pin these guys to Jesse. If anything, the fact that Jesse decided to drop the charges out of the blue will lead Hank to be the most suspicious of all, and at some point he's going to have to get his head out of the sand, do the math, and realize Walt is Heisenberg.
