That's true but the box office isn't the only source of revenue either.
That's one of the problems Hollywood faces in the modern world. Back in the old day a movie could flop in the theatres but slowly grind out a small profit through merchandise, licensing, VHS/DVD sales, premium cable runs and then residuals.
Those secondary sources of income have been extensively eroded
They can't afford to gamble anymore. That's why they milk established IP, comic books and stuff that sell internationally.
