Jack Nicholson. The Last Detail as a petty officer on Shore Patrol escorting Cousin Eddie back to the brig, but trying to get him a beer at a bar. The bartender gives him a bunch of demeaning shite and tells him to get out before he calls the Shore Patrol. Nicholson half comes over the bar at him, slams his .45 pistol on the bar and says “I am the fricking Shore Patrol!!” A rather short speech admittedly.

When Linus says, “Fear not” and lets go of his blanket, I choke up every time.

It's not really a speech though.

I also considered 'where does the power come from?'

It's not a great movie and full of historical inaccuracies but I loved this line from Alec Baldwin. Starts 37 seconds in.
