He is the most underrated actor ever, in my opinion. This is a pretty tough question, but I guess I'll go with......
1. American History X
2. Rounders
3. Fight Club
Honorable Mention: Moonrise Kingdom. And he wasn't that bad in Pride and Glory either.

I like Ed Norton a lot, but I actually think he's overrated. Dude was poised to be on par with some really good company after AHX. His name was very buzzy. But the films he's done since then have been pretty blah with a couple notable exceptions. I just think he sucks at picking roles. Although his turn in the Score as the mentally disabled janitor was pretty good, that movie kind of sucked. Again, he just doesn't seem to pick them well.

Performance? Probably Primal Fear, American History X, and Fight Club, in that order.
Best movie? Fight Club, then American History X [haven't seen 25th Hour]. Primal Fear was equivalent to a good episode of Law & Order IMO.
