The apartment guy wasn't mentioned at all in the final episode (or the final 2, I don't think) so he's out. I think Vivian's sister was though (I know she was definitely mentioned in the last one, pretty sure the one before that as well).
As to the question about Moira, she is buried on the property as is Thaddeus, so they can appear to age. Anyone that died there but was not buried there does not age (the gingers, the nurse, etc).

then I think they are saying that the clues point to the theme of the season, not necessarily the location.

I don't think the writers intend to continue any part of the Murder House narrative. They may keep some of the same actors, but it would be a completely different story.
