If the redhead woman didn't do it, I'm not sure who else did. I don't think any of the other witches would've done it who are living at the school...which is why I think it's the crazy zealot lady next door. She didn't like how they came over and burned her curtains, plus she knows they're witches and didn't like her sons hanging out with the girls.
