Not in our lifetime. Humans will need much more time to evolve before this becomes a possibility. Considering it takes about 30 meters to reach full speed, someone would basically have to be genetically engineered to achieve maximum speed immediately to achieve a sub-4.0 second 40-meter dash. The ability of humans to resist inertia will never be compensated, so, the question is can someone achieve a higher fastest possible speed. With a WR in the 100-meter dash at 9.69, until man can break 9.2 seconds, I don't see this being possible. And I do not anticipate on that being done anytime soon either.

He is over 6' I think 6'3". It takes him longer to get up to speed than others, which obviously doesn't translate to fast 40 times

Interesting point. In track and field, isn't there a rule that states a reaction time may not be less than .33 seconds? Therefore, reaction speed cannot be a variable that lowers this time. It is strictly can man acheive maximum speed faster than he is now...and, by about 50%?
