Because the committee does whatever it wants. In 2019 they put 9-3 Auburn ahead of 10-2 Alabama because Auburn won the Iron Bowl 48-45. They pick and choose how they enforce head to head. I'm guessing at least part of the reason was they didn't want an all Texas quarterfinal.
