No they didn't. Utah lost 34-10 when they played TTU earlier this year....at home
Utah's 2 losses were a 24 point loss to TTU and a 3 point loss to BYU.

Even if they lose their next 2 games, they will still be ahead of Utah in the Big 12 standings to reach the conference title game. Both will have 2 losses, but BYU has the H2H tiebreaker over Utah

In your hypothetical, Big 12 title game loser is probably out, although perhaps not if BYU beats TTU in a rematch. In that case, TTU might still get in. But I think an 11-1 TTU beating 11-1 BYU for a second time in a rematch clearly makes the Big 12 a one-bid league in this hypothetical.
