You can't leave Utah out. There'll be 10-2 and likely win the B12 Championship. They've already beaten TT too

No they didn't. Utah lost 34-10 when they played TTU earlier this year....at home

Utah's 2 losses were a 24 point loss to TTU and a 3 point loss to BYU.

BYU will be out of the playoff discussion in two weeks

Even if they lose their next 2 games, they will still be ahead of Utah in the Big 12 standings to reach the conference title game. Both will have 2 losses, but BYU has the H2H tiebreaker over Utah

Notre Dame will finish 10-2, with only one win over a ranked team.

In your hypothetical, Big 12 title game loser is probably out, although perhaps not if BYU beats TTU in a rematch. In that case, TTU might still get in. But I think an 11-1 TTU beating 11-1 BYU for a second time in a rematch clearly makes the Big 12 a one-bid league in this hypothetical.

So will Texas. They aren't winning at Georgia.

Texas could get in with a loss at Georgia and beating an undefeated TAMU.

some sort of "capped relative scoring margin" formula.

I feel bad for you looking all of that up. On a positive note, I feel better about my ownself for not looking it up.
