Not a fair comp IMO.
The smaller pool of candidates and being 3 yearrs further along in physical development make it a lot easier for the NFL to decide on backups they don't have a lot of game film on.
Also at big time HS football programs I could see a backup being offered a scholly to a big mid-major or Vanderbilt/Northwestern type BCS school.

college mostly uses your best skills. the pros want you to develop to fit what they want to do.

Stupid pro teams might act like that but not good ones.
Working on a players weaknesses to develop an all around game is probably the goal of most pro teams.
Using assets to acquire a player then putting them in a system that doesn't let them use their "best skills" is moronic.
