I think they shouldn't flight everyone until after the second day.
Pair everyone up based on round 1 scores, but flights aren't determined until it's over. Keeps everyone honest and the 9 shot rule doesn't come into play.

For the most part, the results are the same but for instance, I had an 11 today...I haven't had an 11 in a good 10 years. And I tripled the hole after. So if I par those two holes, tomorrow I'm already at my 9 shot differential.

Two years ago, I played bad in the first round. I hit it OB on the last hole the second round to make sure I was under the ten shot rule

I also forgot about this, by not flighting until after day 2, you can also remove all the day 2 WD's and DQ's
So each flight has the lowest possible number of participants and the same number of people.
