Well I think a big part of it is that the city wants some guarantees that they aren't going to pay for a stadium and then the team plays half their games in London. Maybe some revenue sharing too depending on how the deal is structured.

If they fix the shade issue it would bring a lot of money to the city. The games in September and even parts of October are incredibly hot. Attendance would certainly go up, not to mention that other events would see it as an option too.
