No, "they" aren't. By definition Spanish is from Spain. Hispanic is of Spanish descent. See the difference?
So, is your family from Spain or are you of Spanish descent? If it's the latter then you are half hispanic.

This.
The climate's were more fertile in Northern Africa and southern Europe at the time of expansion. Essentially we all started out of the same skin color but as we began to migrate we began to transform our pigmentation. Those who ventured farther south of Africa found more difficult, infertile climates, but still adapted adequately. Throughout time though, the most fertile crops came to be in the European region, and this lead to the growth of humans. It has nothing do with skin color, it has more of a "right place, right time" kind of effect.
