They have done this with the rising stars in the past. It caused some salty reactions when players like NAW from NOLA were getting in from Canada when better US players didn't get invites.

I think that's kind of why they got rid of East-West because the West was so much more star heavy. But this format now sucks because there's no continuity and no one cares about a made-up pickup game where the teams are going to totally change every year
