I would imagine NFR would probably make the move. The stadium is going to be really near the T&M. Just depends on whether or not they think NFR could sell 60,000 tickets/night.

Don't over-think this stadium proposal. UNLV commissioned the schematic design for about $30k in order to get instant publicity for its dormant football program and have something impressive (albeit completely unrealistic) to show recruits. Nothing more than that.

It's a real thing. They're finishing everything up to get it through the state legislature and the Convention and Visitors Authority.
UNLV makes a lot more revenue hosting events at their facilities than through the sports programs. We're a two million person city, and the normal monster truck rallies, motocross events, gun shows, etc. all need to be hosted somewhere. Not to mention the extra Vegas stuff we get that's tourist based.
This proposal makes a lot of sense from that standpoint. The fact that the football team also gets to play there is just icing on the cake for UNLV.

When was the last time a Superbowl was hosted by city without a franchise?

They could legitimately bid for a Super Bowl. 60K would be on the low end, but I could see the NFL throwing them a bone.
Gamblers would JIMP but no way the NFL loses the money they get from ticket sales at a bigger venue

NFL will never bring the Super Bowl here. They won't even let the Las Vegas Convention and Visitors Authority advertise during their games our of the desire to not even be associated with gambling.
