Pretty sure there isnt a rule against it and has to do with making money. Its better(moneywise) to pay a smaller school to come to your stadium than To give up a home game. This is the reason alot of bigger programs wont do a home and home with Boise. They want over a million to play someone and then the other team would lose money by going to a stadium that holds under 50k.
Another reason some schools might not want to play an FCS team is bowl game eligability. An fcs win doesnt count towards your mandatory 6 wins.
