If they come out of a fight with little damage, they can usually avoid any kind of medical suspension.
You probably already know this but the medical suspensions really don't mean anything. All you have to do it get a doctor to sign off saying that whatever they suspended you for isn't an issue and you are allowed to fight again.

I did not realize that. I thought that they were binding. You would think that the UFC would make the fighters abide by them to protect themselves from any future litigation.

No not at all. They issue them based on a quick check right after the fight, before they even know if there is a problem. Its super easy to get them reduced/removed by visiting a doctor and having a comprehensive check-up. The UFC is protected because the second examination is the "real" one.
