Tyrod Taylor has one year left on his deal for $16 million. Considering he wasn't the QB of the future for the Bills nor is he the future for the Browns, this doesn't seem like a great deal for the Browns.
Also what FA QB were the Bills after? Cousins was the only big FA out there and the Bills were out pretty quickly and well before they traded Tyrod.
