So a member of the staff can pay someone to film, receive the film, and use the elctronic recordings to dechiper the signs, and thats totally not against the rule. They just can't do it themselves?

that's not against the rules, correct
i mean, if the NCAA has a hard-on for JH since he allegedly "broke" the letter of the law by buying a recruit a cheeseburger or 2, then yeah, we're gonna play this game

The Michigan infractions case is related to impermissible on and off-campus recruiting during the COVID-19 dead period and impermissible coaching activities — not a cheeseburger.

the rule states that "team personnel" can't scout in-person and use electronics. also has a footnote that people employed by the institution can't do those things

the rules state that any coach "from the institution" (11.7.1) is barred from in-person scouting. that's what it says. it's no different than what Dave Portnoy did in Madison when he recorded OSU's sideline against Wisky and uploaded it to youtube. any UM coach is allowed to use that, just like any OSU/PSU coach can use anything that a non-employee records
if we're gonna adhere to the rules, then cool
