What happens when already in pit if they close pits? Do you get penalty or are you allowed to finish? I've never figured out that rule.

Generally if you're in the pits when they close you can continue.
If caution comes out and the pits close and you come down you are not allowed to make a pit stop (but could just drive down pit road without penalty).
