Yup. EO is Trump poking dead animal with stick, telling it to do something. It will fall at District Court, but will serve as a boon to the effort of reform on this topic.

Consider it a shot across the bow to the powers that be in college sports, whoever they are. Essentially saying "Fix yourself unless you want Congress involved... You won't like their changes, most likely."
