I think they just wanted to speed up the pace. Even if you challenged a play and just lost a timeout, you still basically got the timeout in a sense.
It was initially just for challenging offsides call you got the two-minute penalty, now it's for any challenge

The PP is such an advantage to score though. If you wanted to speed up play have the refs control that and work the teams to move faster after whistles.
Probably trying to prevent teams from challenging and making them look bad.

They're playing Ken Hitchcock hockey in 2020 and that doesn't work anymore, especially when you have all of the offensive talent that they do
You've got three of probably the top 15 (if not top 10) fastest players in the NHL and they're stuck staying back in their zone

Oh not doubting that at all, but the Stars were 4-0 against them during the season, a 2-1 and 4-1 win under Monty in November, and a 3-2 shootout win at home and 3-2 OT win under Bowness the following two months.
Now, this Stars team looks they don't even belong on the same ice as this Avs team. It's been a steady arse decline since Bowness took over
