Also, a chip in the ball won't tell you if the player's knee was down before it crossed. So it wouldn't help if the player is blocked from sight by the pile.

How about the you give the ref some sort of device that makes the chip give a snapshot of its location? Then you know exactly where it was when he blew it dead.

Not sure what you mean by this. I figure it would just give its position with respect to the pylons.

I don't think these are big hurdles that you've raised.
