NBA salary cap/luxury tax question

What happens if an NBA team ends up over the salary cap and there are no exceptions permitting such (Larry Bird family of exceptions, etc)? I read on Wikipedia (only source I could find that explicitly answered the question) that the teams are really only in trouble if they exceed the luxury tax threshold.
Obviously exceeding the salary cap is bad because it hinders efforts to sign new guys, but if you don't mind that, does going over really hurt you?

Not really, just decreased flexibility.

that's 100% wrong
over luxury tax = $ for $ "tax" you pay to the NBA
you can't "go over" the salary cap. the NBA wouldn't approve the contracts

Then how are the Hornets not only over the salary cap but one Bobby Brown trade away from being over the luxury tax threshold? Surely the contracts had to be approved, yes?

OK. I couldn't help but notice Peterson's and Stojakovic's contracts end after next year and I was hoping the Hornets could wait on dealing with that 'til next year.

they're over both
the NBA has a soft cap
you can go over it in 2 ways
1. larry bird's rights. if you have a player for 3 years, you can resign him for whatever and go over the cap. this is how they hornets signed west/paul
2. midlevel and bi-annual exceptions...these are smaller base salary levels you can use to sign a guy if you're over the cap in the offseason. this is how the hornets signed mopete/posey

My numbers say under by about 330k... recent development. Anyway, I didn't know they used some of the exceptions, though I should have guessed.
