Now there are rules when it comes to that. Each team has a total pool of money that it can offer and it cant go over that. So teams will draft "signable" players at certain picks knowing they can offer an underslotted bonus to save money and use that to offer another player at over their slot
Compensatory picks are picks received by teams for compensation on a team signing one of their players in free agency. Teams can offer players these things called qualifying offers. The player can either take that, or they can decide to hit free agency. If they reach free agency, and are signed by a different team, the team who offered the qualifying offers receives the draft pick from the other team. Where that pick falls is dependent on a) how much money the player signed for and b) what market size the team has

And the pool is only for the first 10 round picks. Anything over something like $100k for a pick after round 10 counts towards the teams pool total. If someone drafted in the top ten rounds doesn't sign, the team loses that portion of the pool so they can't just miss on one high schooler you picked in the 2nd round and give that money to someone else.
So it's basically impossible to give a hs 35th round pick $2.5 mill like the old days.
