If you mean Hunsicker he did not build Tampa, the stars they have now were already in their farm system when Gerry H got there. Les Miles coached "saban" players 3 years when they won the NC in 2007. The GM has far less to do with player development after they are drafted. That's said Timmy P was not a good GM, I think he was just Drayton's puppet.

He did for a time to his credit, IMO though at times he was penny wise and pound foolish. After the WS in 05 it was time to rebuild, instead he over paid for guys like Lee and Tejada and the minors suffered.

Johnson was only a rental but I think they made a real effort to resign Beltran. Even when it became clear he was heading to the Mets they kept trying, costing them a chance to get someone else.

Thanks to those trades and failure to sign a high number of draft picks over a period of time has led to over paying for average players. Would have been nice if Drayton had stepped back and let his GMs do what they were paid to do. Instead he had to be involved with things and prove just how dumb he is when it comes to baseball.
