LHSAA Power point explanation

How does the high school determine power points? Doesn't a lower classified team benefit by playing up a class and if so is it more to jump two classes.
This is all I could find about it.
Football formula has two components; W/L points (10 or 0) and # Opponent's wins. This works well in football since the maximum number you can receive from # opponent's wins is 10. If you beat a winless team, you get 10 points (10+0). If you lose to an undefeated team, you get 10 points (0+10). In other words, your playing an undefeated team is "rewarded" as much as a win vs. the weakest team. It's fair, and that's why the football PR has been widely accepted.

My understanding-
Wins = 10 points
Strength Of Schedule = (# of wins by opponent / 10)
There is a bonus, or at least was at one time, for beating a school from a higher classification.
If you miraculously played 10 0-10 teams, which is impossible due to district play requiring multiple teams to play each other, you'd get 100 points for 10 wins and 0 (0 / 100) additional points from the strength of schedule.
A power ranking of 10 is going to put you on the lower edge of the 32-seed playoff rankings, depending on the level in question.

Not for beating a higher class team. A school gets 2 points per class up when playing a larger class school.
For instance, a 4A school gets 2 points for just playing a 5A school. A 3A school gets 2 points for playing a 4A school and 4 points for playing a 5A school, etc. This gives smaller schools an incentive to play the larger schools. Larger schools don't get penalized for playing teams from lower classes because it would cause larger schools to stay away from playing smaller schools.
