Is DeShaun Watson intentionally not playing due to his fully guaranteed contract?

Was inactive again today in Cleveland loss to Seahawks.
Lots and lots of speculation about what's really going on with him, but this story has really flown under the radar nationally.

I don't think any GM/owner is going to be offering any fully guaranteed contracts again any time soon due to the Watson deal.
