Of course this call benefited the team that was battling with the Saints for the division that year. That should tell you what direction NFL officials really like to go in. If you don't believe me still, watch the end of the Falcons-Lions game and the final play of the first half of Saints-Falcons this year.

Technically, but you never see those calls made except for very explicit reasons.
