How is an ALLEY-OOP not considered offensive goal tending?

It's a dunk dude. If it's a bad pass that actually goes over the cylinder it will be called one. If not, it's a dunk

A better question is why isn’t every dunk offensive goaltending. They’re touching the ball in the cylinder
