I believe James Franklin is the head of this department.
He will show each coach in the big10, how to destroy evidence on said phones, and especially how to get rid of video that police could find later when doing a police investigation.

Big 10 can go ahead put this rule and and watch them fall even further behind in recruiting and watch for a lot of Hugh Freeze type scandals. Ohio state and Michigan are the only consistent top 10 recruiters in that conf. anyway.
