Corporate guys and big money boosters don't sit outside. They would have been very warm and toasty in one of the numerous luxury boxes at Soldier Field. Moreover, Chicago has a much larger corporate presence and a lot more money.
Cold weather goes with the Big Ten conference. I think Chicago would have been a great site and atmosphere for that conference's championship game. However, having been to Lucas Oil Stadium at Indy, I have to say that place is a world-class venue. It will also be a great location and atmosphere.

I really hope Ohio State makes it this year. I have friends in Indy that leave close to Lucas Oil and it would be an awesome experience.
I can imagine it would be loud as frick if Ohio State and Nebraska made the title game this year.

The problem with Chicago is that since it's so big, it doesn't get the total enthusiasm that an Indy or a Detroit can give. From tallking to folks who have been to the big ten basketball tournament, Indy has the better atmosphere in being excited about the game and the town really giving a crap about it.
I also think Ford Field would be good. It's the second or third best big ten city. Detroit hosted the superbowl and the final four so it can host a big ten football title game.
