Best way to get refs from being so influential in game?

It’s obvious that there are too many judgment calls that give a fresh set of downs and yardage to teams where the penalty was non existent or misinterpreted. I don’t understand why the league doesn’t institute a quick review of any penalty giving a first down to the other team. Or maybe just have flags as an indicator for review, but don’t reveal what it was publicly..radio it to the booth who can review and determine if there was a penalty. Too many examples affecting the outcome of games.
