Are fouls in college basketball over analyzed?

Seems like in both the men’s and women’s games they are trying to upgrade fouls to Flagrants.
There was a play in the duke game yesterday where the opponent seemed to be playing for the ball and he got upgraded just cause the Duke got fell hard.
I don’t get it.

Yeah, I saw the Duke one. The shooter was out of control and his feet went out from under him. That is how own fault.
