Honest question, what was the deciding factor, when the ACC expanded in selecting a school like Pitt over Cincinnati?

Good question. I'm not sure I remember. Some guesses:
1) Pitt was a member of the Big East for over 20 years, Cincy was only in the Big East for 8 years so Pitt was more established as a Power 6 team. Cincy was a C-USA team before that.

2)Pitt is the #2 team in PA, and had a historic rivalry with Penn State, while Cincy, even if they often were #2 in OH, has no such rivalry with Ohio State ( except for 3 years in basketball in the 1960s,) so I think the ACC felt Pitt was a bigger poke in the eye to the Big Ten as far as having a team in Big Ten country.

These are just my guesses, I don't know for sure.

I personally think Cincinnati has earned their way to get into a Power 5 league. Big 12 should wise up and add Cincy along with BYU

The city of Pittsburgh/metro is also bigger
And the Pittsburgh Media Market footprint is also more valuable than Cincinnati’s market

Actually, it sounds like the Fed government will be combining the Cincinnati/Dayton metro in into one MSA in the next census making it over 3 million, which is way larger than Pittsburgh. Cincinnati is one of the most talent rich areas is Ohio for recruiting. In terms of on the field football, Cincinnati has seven 10 win seasons since 2007. Historically, we are talking waaaay bakck, yes Pitt may be a better program, but since 1990, Pitt has been garbage. Only one 10 win season in that time frame.

Cincinnati:

2007 - 10-3
2008 - 11-3
2009 - 12-1
2011 - 10-3
2012 - 10-3
2013 - 10-3
2014 - 9-4
2018 - 11-2
2019 - 4-1....I think they go 10-3 at worst

Pitt:

2009: 10-3

Cincinnati has been able to attract quality coaches over the years like Mark Dantonio, Brian Kelly, Butch Davis, Tommy Tuberville and how Luke Fickell, so the coaching fraternity knows something about coaching at Cincy. From a basketball standpoint, it’s not even a debate. Again, all things being considered, I really think Cincinnati deserves an invite to either the ACC or Big 12. They are a quality program with great potential.

Yea but this is now
Not then when they added them (market wise)

That said, both cities suck

MAGA

I think they’ll go Big 12 before ACC.
