I’d say 50/50 on the former and 100/0 on the latter.
they will absolutely agree to some citizen relief prior to 11/3. Whether trump can win this election depends on turnout

Well, it's accurate. A lot of these old people running our government are too old to be boomers - Pelosi, Biden, Bernie, McConnell, Feinstein. Old, career politicians that refuse to hang it up yet for some reason people keep voting them into office.

This should have never been the case. Term limits should have been put on house and senate seats just like the president long ago. 10 years tops should be the standard. Got old farts making decisions for working class people that have been in office forever

Going by Lloyd Blankfein's tweet today, what Steve Weiss is saying right now on Fast Money Halftime and other reports I've read this morning, I'd say it's just the opposite. The polling probabilities (especially on the electoral side) seem to suggest a Biden win at this point and the pros are suggesting that the markets are "digesting" that possibility with fewer concerns now: higher taxes countered by greater globalization and lower tariffs may zero out (or close to it). That's their take, not mine.

I'm a political agnostic and don't really care either way. I've made money since the 80s whether it was a Dem or Repub in the big chair. And people really need to pay closer attention to the make up of the the House and Senate, more so than the WH. That's where fiscal policy is actually made. Trump or Biden could wish for a pony and a 55 gallon barrel of candy for Christmas. But unless Congress goes along with their plans, it ain't happening.

As for the stimulus prior to the election, I tend to think that you are correct. Like most, I'll be surprised if it happens. I hope that it does, for the good of the many struggling small business owners. But I'll be surprised if these critters can come together prior to the election. It's all about scoring political points with these people. They don't really care, IMO.
