Ignore it. If/when it ever appears on your credit report, contest it (can be done online at annualcreditreport.com) since you never entered any sort of contractual agreement to the municipality for goods or services etc.

Also, in the city of New Orleans, if you have an unpaid camera ticket, and you later park illegally, they can boot your car (in addition to the new parking ticket). Just something to keep in mind.

Google collection agency letter or something along those lines.
There is a letter you can print out and send to them.
If they can't produce what the letter asks for then you are not liable.
I did this back along time ago on a bill they claimed my ex owed for around $1700. They couldn't produce the original bill so she didn't owe the debt.
