For the vast majority of the preppers, yes.
My wife worked for 2 Block locations.
Both franchise owners did quarterly preps year round. They sold employee benefits plans (similar to insperity/adp). They even could do home mortgages. Either Block owned a bank or was owned by a bank and had a suite of products.
