Dumb car title question

My dad is looking for a sports car and we found one he likes from a guy in his 20’s. I’ve talked to him on the phone about it and asked about the title. He said he has the title in hand but it’s in the previous owners name because he has never signed it and registered the car. He said he bought it fixed it and is flipping it. My question is how is my dad able to get the clear title in his name if he buys it?

In Florida it does not matter which owner signed the title last. All you need is a signed title and not a bill of sale. Not sure if the law is the same where you live but I believe most states are similar. "Flipping a vehicle in Florida is perfectly legal.
