If all goes well for my wife we will be relocating back to south Louisiana next June. I've started looking, but feel that it's way too early to begin applying.

There's a lot of groups on LinkedIn that are both area and job-specific. I also like using City Data's forums for info on new cities. If you're looking to relocate to Baton Rouge or New Orleans, those forums aren't terribly active, but you should be able to get some insight since you're 10 months out from moving.
Also, Tigerdroppings.com is a great source for all of your local networking needs.

Just reach out and randomly message people who work for companies and areas that I'm interested in working for/in?

Thanks. I'll check out the City Data forum.

What do you do? That will probably determine the best way to network.

I'm a board certified safety professional working in the HSE field.

I don't think you're going to have a hard time finding something here. HSE jobs pop up on LinkedIn frequently here.
