Anyone use Barchart opinions?

I am just now getting into the investing game. Sitting on a little bit of money in my settlement fund on Vanguard...glad its there right now as the market has dipped. Trying to find the right time to start putting money into stocks, and ran across Barchart and their Buy/Sell opinions based off charts.
Every fund they have that most recommend to a 23 year old is in high sell right now...which is puzzling with all the lows going on. Was curious if anyone else uses this and how reliable it is? Just trying to time my money the best I can for first investments on these lows.

If their indicators worked every time, we’d all be using them. In Jan 2016, most technical analysts were flashing warnings signs. Then the market went on to make new highs over and over during the rest of the year.

If they knew which way stocks would go, do you think they would give that information away or sell it for cheap?
