The thing is they’re not even listening to him because he never once said that taxpayers are paying it, just that if they can’t find the donors then taxpayers would be on the hook for it, and that’s what he wanted changed.

Mentioned this to someone. Their reply was Wrong! Taxpayers ‘indirectly’ pay cause the donations are tax deductible and the taxpayers end up footing the bill due to lower tax revenue.
