When will the NCAA announce bowl eligibility requirements for this season?

I know the NCAA was considering removing all requirements for bowl games but have not seen if it was ever voted on.
And would the Independence Bowl take a 2-8 LSU over an SEC a team with 3 or 4 wins?

Independence Bowl is no longer tied in with the SEC
There are no bowl eligibility requirements this year...all teams are eligible, regardless of W-L record
SEC bowl selection order:
1. playoff and NY6 bowls obviously
2. Citrus
3. Pool of 6 (No Specific order):
-Outback
-Texas
-Vegas (rotates with Belk every year now)
-Liberty
-Gator
-Music City
4. Birmingham
5. Gasparilla
