The minimum number in the lower bowl is 1500.

I didn't catch the entire interview, but I did hear him say that it's 7000 tickets for visiting SEC teams, and 1500 must be in the lower bowl. He said that LSU is gradually moving visiting seats to the upper deck - currently there's about 2800-3000 lower bowl seats. Also said that McNeese was provided 3000 tickets but then doubled it upon request.
