Rookie ball is generally full of 16 and 17 yr old foreign players and really raw American players
Players that played D1 baseball generally go to short season ball, which is sandwiched between low A and rookie ball. I wouldn't consider short season A ball anywhere near low A since players in low A generally have a full offseason with a professional organization.
The main point I'm trying to make is that a Low A roster won't change much if at all after the draft takes place. There are three tiers of leagues that begin play after the draft takes place.

You are so full of shite. Drew Pomeranz who was picked 5th in the draft last year started out this season in high A. He didn't pitch last year because he waited until the final hour to sign. So, you are telling me most players from the SEC go straight to AA when Pomeranz starts out in high A? Keep in mind Pomeranz was picked 5th and noted for his polish coming out of Ole Miss.

that's just completely wrong. not a single player from LSU's 2009 championship team started in double A. they all began in A ball, and all but Coleman is still there (and maybe DJ)
