Do you honestly think that is how the coaches choose their starters? "Hey, Gary, which one of these guys do you remember being better last year?" Or better yet, "Hey, call one of those guys from the Rant, and ask him which QB HE remembers being better last year!"
Fortunately, there are things like the offseason and practice, which give our coaches an opportunity to evaluate the players and decide which one will be the starter.

while I agree with that, practice is not always a good indicator on how someone will perform in a live game.

Yes, it's called 'experience'. Ever heard of it?
Experience does *not* give you points the next year. Experience gives a player more chance to improve, and thus gives a greater chance of becoming better. But it does not, nor has it ever, automatically translated into performance the following season.

i don't think Jefferson's going to be better this year. After gaining 15 pounds of muscle and having quality game experience last season, I truly believe he will be worst and Lee will be better and the starter
