CFB needs to address the targeting rule. Like the NBA has flagrant 1 and 2 fouls CFB should have targeting 1 and 2 penalties.

Targeting 1 just results in a personal foul penalty.

Targeting 1 would be defined as technically meeting the definition of targeting but without intent and no injury.

Targeting 2 results in a personal foul penalty and ejection.

Targeting 2 would be defined as meeting the definition of targeting but with intent and/or resulting in injury.
